Scroll in editing Landing Page on IE don't work, on FF works slowly

Steps:
1. Go to Studio UI
2. Switch to edit mode
3. Try to scroll down
Actual: on IE it's impossible to scroll down and on FF it works very slow
Expected: on IE it's possible to scroll down and on FF scrolling is faster.
