After testing and user feedback, it seems like people want the contextual toolbar to be visible at all times while the Scheduled block or its contents are selected.

The attached video shows the current behavior - the SB toolbar disappears when the user hovers over the slot, which makes the Slot Actions appear.

Let's make the SB toolbar appear at all times when the scheduled block is selected. However, keep the current interaction for the Slot Actions (it will only appear when the user has either clicked on a slot or hovers over one)
