Clean installation of eZ Platform 3.1.1 has workflow quick_review which applies to all Content Types. When Content is created (for example by admin and instantly published it still shows in the Dashboard's Drafts to review tab.

Steps to reproduce:
1. Clean installation of eZ Platform 3.1.1
2. Sign in to the backend as admin
3. In the root location create a new folder Folder and publish it immediately.
4. Go to the Dashboard and click on Drafts to review tab.

Result:
Folder will be on the list, with Draft status.

Expected result:
Empty list.

Update:
The drafts are still visible in Admin=>Workflow=>Content under review
