Setting Content/Create permission with Language Limitation does not limit Language selection in UDW inside Page Builder.

Steps to reproduce:
1. Clean installation of eZ Platform EE v2.5.1
2. Add a new Language: German
3. Create a new User Group: Editors GER
4. Create a new Role: Editor GER with Policies:

5. Assign Editor GER Role to Editors GER User Group.
6. Create a new user in Editors GER User Group.
7. Log in to the Back Office as a previously created user.
8. Create a new Landing Page
9. Add Content List block to the Landing Page and in his option click on Select Content. In UDW go to Create tab.

Result:
You will be presented with both the English and German language in "Select a language" field.

Expected result:
Only German Language available (like in UDW elsewhere).
