Steps:

1. Go to Content/Content structure.
2. Create content item, e.g Folder.
3. Click Publish later.
4. Try to change hour to an earlier one (from the past)

In console:

 Uncaught TypeError: this.get(...).setFieldValues is not a function 

Remarks: Occurs also in Schedule block and Content Airtime Settings.
