Wrong date for the timeline if timezone if different

Steps to reproduce:
User A: timezone New York (UTC -5);
User B: timezone Moscow (UTC +3) (8 hours difference);

User A:

1. Create the page using page builder;
2. Create a block and specify the Schedule setting for the block for today 9:00 PM;

User B:

1. Open page builder and open timeline

Expected result: The event should be displayed on the timeline. It should be visible on the calendar for tomorrow at 05:00 AM

Actual result: The event is visible on the timeline for today. On the tooltip the date specified correctly though.

Remarks (MSz): To reproduce in Polish context set User A to Warsaw (+1) and User B to Seoul (+9).

2.4: Also on the tooltip the date is not specified correctly (attached) but it's correct in the Upcoming scheduled events list.
