      It's possible to Publish later without content/publish policy

      Steps:

      1. Set up user w/o content/publish policy.
      2. Log in as this user.
      3. Create new e.g. article.
      4. Check the right-side menu.

      Actual: Publish is disabled, Publish later is not disabled.
      Expected: Both are disabled.

      Remarks: On 2.4 it's not visible when editorial workflow policy is added.
