After publishing page with multiple blocks that do not fit in the browser view, dragging and dropping existing blocks will result in "scroll to top" effect.

Steps to reproduce
1. Create a new Landing Page "Test".
2. Add multiple blocks to "Test" Landing Page, so they will no longer fit browser view and a vertical scrollbar will appear.
3. Publish the Landing Page.
4. Edit Landing Page - try to drag and drop one of the existing blocks.

The issue may be related to the EZEE-2309 but not necessary because issue happens also in Chrome.

Note: dragging and dropping new block (not stored previously - for example during the creation of new Landing Page) works as expected.
