Improve behavior of action menu in block preview:

• c-action-menu should be visible and steady when user hovers over the block and also when clicks on the block;
• Add outline: none; when c-preview-block__preview is in :focus state;
• When dropped in a column, c-action-menu should adapt its width to the width of c-preview-block__preview (image attached)
