Steps:

1. Go to Page
2. Switch to Edit mode
3. Drag and Drop Video block
4. Click Select content and go to Create tab
5. Choose Video and place it in Media/Multimedia
6. Drag and drop a video to the field

Actual result:

UDW is closed. For new landing page it works fine. I've attached a video which was used.

Expected result:

File is uploaded.
