It's not possible to continue with creating LP after the "layout switcher" has been invoked and cancelled.

Steps to reproduce:
1. Start creating new LP.
2. Choose any layout
3. Select "Layout switcher"
4. Cancel the popup
5. Try to add a block to the available zone

Expected:
Block can be added

Actual:
Layout switcher appears again
