Steps:

1. Go to Page
2. Click Create and choose Landing Page
3. Choose layout with three zones
4. Put gallery block into one zone and configure it
5. Publish
6. Go to edit mode and try to move gallery block at the bottom

Actual result:

It is difficult or even impossible to move gallery block at the bottom zone

Expected result:

User should be able to move blocks between zone easily.
