Add behat scenario(s) for the Form Manager page in Content section.

At least one basic test case needs to be created for form builder in the Content part of the application.
The M3 epic needs to be taken into account: EZEE-1400.

Question: Should the scenario do actual deleting or verify the structure of the page?
