Not possible to drop block right under top action bar.

Steps:
1. Create a new LP (content layout independent).
2. Add several blocks to one zone.
3. Scroll the view so that the first block is placed just beneath the top action bar.
4. Try to drop the last block before the first one.
Actual: It's not possible until page is scrolled significantly to the top.
Expected: It's possible without having to scroll the page.
